Summary

Infinity was engaged by a marine engineering consultancy to act as the owner’s technical evaluation team for a national oil company, assessing contractor bids for the turret, swivel and condensate riser packages on a major offshore development.

Overview

The operator had received competing submissions for three interlinked equipment packages that sit at the heart of an FPSO’s ability to produce safely and stay on station. Each bid carried its own design philosophy, class approach, fabrication strategy and delivery programme, and the differences between them were not directly comparable on price alone. Infinity provided a phased, structured evaluation on the owner’s behalf, working through the technical submissions package by package and translating them into a like-for-like basis on which the operator could make a defensible award decision.

Objective

  • Establish a consistent technical evaluation framework across all bidders and packages
  • Assess design maturity, classification approach and fabrication and installation track record
  • Identify technical risk, scope gaps and interface exposure carried in each submission
  • Provide the operator with a clear, auditable recommendation to support the award decision

Key findings

  • Bid submissions varied materially in design maturity, with implications for schedule certainty that were not visible in the commercial comparison
  • Interface definition between the turret, swivel and riser scopes was the single largest source of unpriced risk
  • Classification and certification routes differed between bidders, affecting both programme and the operator's verification burden
  • Contractor track record evidence required independent scrutiny to separate directly relevant experience from adjacent claims
  • Several technical qualifications, once normalised, changed the relative standing of the submissions
  • A structured evaluation record gave the operator a defensible audit trail for the award

Differentiator

Infinity acted purely on the owner’s side of the table, with no equipment, fabrication or installation interest in the outcome. Evaluations were carried out by discipline engineers who had delivered comparable packages themselves, so submissions were tested against how the equipment actually behaves in service rather than against a compliance checklist.

Outcome

The operator received a package-by-package technical assessment with a documented basis for comparison, a consolidated risk position, and a clear recommendation. The work gave an internationally-operating national oil company independent, owner-side engineering assurance at the point in a project where the cost of a poor award decision is highest.
